Add a separate shipping fee for preorders

Since pre-orders usually are a separate package that will be sent to a customer, it would be awesome to have a separate shipping charge added to pre-order items within a cart. Possibly even circumventing any free shipping rules (as an option) in case that separate shipment wouldn’t be applicable to the additional package. Furthermore, it would be amazing if this shipping charge could dynamically pull the added rate from the store’s shipping calculator and then show transparently as a separate line item in a checkout cart so the customer sees why and how they are being charged for what.
