Enforce Per-Order Preorder Quantity Limits on Shopify POS

Currently, per-order minimum and maximum preorder quantity limits are enforced on the Online Store but not on Shopify POS.

It would be helpful to enforce these same per-order quantity limits on POS, allowing us to maintain consistent preorder restrictions across both sales channels.
