Hold Only Preorder Items When Selling Plan Is Disabled

Can we allow merchants to put only preorder items on hold while keeping in-stock items unaffected, even when the selling plan is disabled, provided that the fulfillment is set only to “On hold” and “Hold all fulfillments” is not enabled?
