Support multiple pre-order offers without product overlap

The use case is as follows:

Preorder offer 1: “preorder” - specific products - with 0 or less inventory

Preorder offer 2: “backorder” - all products with 0 or less inventory + [NOT in preorder offer 1]

Currently to implement this, I have to specifically tag every item in preorder offer 1 as “skip-preorder” which is time consuming, and then I’ll have to remove that tag once they have inventory, so that it can be picked up by the backorders in the case that they run out of stock.
